Former Liang Court that will be the foundation for Canninghill Piers. It is located in the area that includes Singapore River, Clarke Quay and River Valley Road. The mixed-use development featured Somerset Residences and a hotel Novotel Clarke Quay.
A partnership with Daimaru Inc and Wuthelam Group created Liang Court. The first Liang Court opened its doors in January 1984 and was the first mall of its size located along River Valley Road. Its first tenants are Daimaru which is an Japanese department retailer chain TungLok Signatures- a Chinese restaurant, Kinokuniya – a Japanese bookstore chain, and more than 60 specialty tenants.
Somerset Liang Court services apartments and Hotel New Otani that is rising 25 stories are located at Liang Court. Many tenants have were able to enter, change ownership and then left Liang Court due to restructuring and declining sales. The most significant change is the closing of Daimaru in 2003. The Electronics chain Audio House taking over the department store, and Meidi-Ya becoming the section of supermarkets. At the end of 2004, Accor Hotels took over the administration of Hotel New Otani and renamed it to Novotel Singapore Clarke Quay.
In 1999, the ownership of the mall was transferred to Pidemco Land and later to the Asia Retail Management Fund in 2006 (ARMF). It was renovated in 2017, with the work ending in 2010. Then, in 2013, Uniqlo was opened in the basement.
Tenants who were in place such as Kinokuniya shut down following the expiration of their lease for 32 years, along with other shops and restaurants leaving the mall in the same calendar year. In the year 2019 the mall was purchased by a partnership comprising City Developments Limited and CapitaLand because of the declining sales.
The consortium, along as Ascott REIT, announced Redevelopment of Canninghill Piers in November 2019. The brand new project, Canninghill Piers is expected to be completed in phases from 2024 to 2025.
In April of 2020, tenants of the shops had been served by apartments and the hotel had left the premises.
